Even if you convert the deb to ipa, it won't install because it's not going to pass the signature check that apple has in place.

You could try iPA God / iModSign / iReSign to remove the check, BUT you will ALSO need a Developer account, xCode & a Provisioning ticket (from that developer account).

I tried that when I had my dev account and it doesn't work. You need certain files from Cydia that install when you install iFile
